Intent of the process

Creation of a pool of qualified candidates that will be used by multiple federal government organizations to staff positions with various tenures, linguistic profiles and requirements throughout the country, but mainly in the National Capital Region.

 

Candidates may also be considered for other employment opportunities at various levels within the Government of Canada.

 

Please note that though many positions are located in the National Capital Region, the location or alternative arrangement (e.g., virtual or telework) for each position may differ and is at the discretion of the hiring manager.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education

Master's degree or doctorate, in any discipline, obtained by December 31, 2023 from a recognized university.

OR

Degree* in any discipline AND a law degree, both obtained by December 31, 2023, from a recognized university.

*Unless it is otherwise specified (e.g., Master’s degree), the term “degree” refers to a baccalaureate as established by educational authorities.

Candidates hired in the EC classification (Economics and Social Science Services) will be required to demonstrate that they have graduated with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience. As this specialization may vary with the position to be staffed, it will be confirmed at the time of appointment.

Policy-Relevant Experience
Have policy-relevant experience in any sector of activity. Experience could include:

  • Professional experience; OR
  • Research experience, including community-based research, studies, presentations or relevant publications; OR
  • Experience in program or policy development or implementation; OR
  • Experience in non-governmental or non-profit organizations, government, Indigenous organizations, businesses, consulting firms, think tanks or universities; OR
  • Experience interacting with government policies and programs.

 

Initiative or Leadership
Have demonstrated initiative or leadership to realize positive change or deliver results in personal, community or professional contexts. For example:

  • Voluntary service to, or leadership in, a community (e.g. student government, contributions in the voluntary sector or non-profit organizations, advancing equity, diversity and inclusion); OR
  • Personal accomplishment or initiative (e.g. recognition in culture or the arts, leadership role in a non-governmental organization, founding a business or other organization, participation in significant sport competitions); OR
  • Any other instance where you overcame adversity, made significant contributions to the well-being of others or realized positive change; OR
  • Awards and other forms of recognition for activities or contributions in the community (e.g. Canada's Volunteer Awards, Harry Jerome Award).

 

Academic or Research Achievements
Have a record of significant academic achievements, or research achievements in academic or non-academic settings. This can be demonstrated through:

  • Development of analyses, reports, research tools, datasets, intellectual property and patents, new technology, products, or innovations, which have been used by other researchers, industry or companies, communities, or public, non-profit or Indigenous organizations; OR
  • Academic prizes or recognition, such as: Governor General's Gold Medal, merit awards, departmental or university awards, admission to competitive academic programs, other field- or community-specific awards for academic excellence; OR
  • Scholarships and research grants, obtained in Canada or internationally, granted by research funding agencies (e.g. at the federal level: Canadian Institute of Health Research (CIHR), Natural Sciences and Engineering Research Council of Canada (NSERC), Social Sciences and Humanities Research Council of Canada (SSHRC)), or scholarships such as Trudeau, Rhodes, Fulbright, Indspire Excellence Scholarship, BBPA National Scholarship; OR
  • Publications in peer-reviewed journals or publication of a book by a publishing house; OR
  • Awards for publications, research papers, posters or conference presentations.

 

The following will be applied / assessed at a later date (essential for the job)

  • Various language requirements including English or French Essential, or bilingual (French and English).   • Effective communication – communicates in a way that is clear, concise and adapted to the audience.

  • Adaptability – adapts to changing circumstances and new perspectives.
  • Action orientation – demonstrates the ability to make decisions and translate ideas into action.
  • Knowledge of Canadian public policy – is aware of and understands the Canadian public policy environment, including current priorities.
  • Effective interpersonal relations – establishes and maintains respectful and productive relationships with others.
  • Ethics and values – demonstrates integrity and professionalism.

 

Conditions of employment

Various security clearance required, ranging from reliability status to top secret status, according to the position to be filled.

 

Other information

Candidates selected at each stage of the selection process will be invited to complete a take-home written exam, followed by an interview, as well as references checks and validation of some of the information provided during the application process.

 

Appointment Opportunities and Consent

Candidates who are deemed qualified via this process must consent to the distribution of their assessment results, résumé and personal information (e.g., proof of education and citizenship status) to hiring federal organizations.

 

To select the candidates who advance at each stage of the assessment process, a top-down approach may be used.
